This is how I go about doing my CA finish on my pens. Some people do it differently, but this is what works for me. First, I sand the barrel to 600 grit which you can see in the photos below.
Then, what ever small baggie you may have leftover that the parts came in, slide that over your finger that you will be using to apply pressure to the blank. It is IMPORTANT that you lower the speed of your lathe to no more than 600-800 RPM or your going to be wearing the glue! Slowly drag the CA bottle across the top of the blank while the other hand (the one with the baggie on one finger and a rag on top of that) catches any overages underside the blank. Then, work the glue into the wood with your baggie finger applying some pressure to the piece. Heat and friction cures the glue, so no need for any accelerator. I apply anywhere from 3-6 coats this way. The curing process only takes seconds so be quick and thorough.
After this, I have begun the practice of wet sanding. Take your Micro mesh pads (from 1500 grit up to 12000) and have them submerged in water. Progressing through the grits, sand away, this time with a very, very light hand. I'll add you should cover up the ways of your lathe to avoid any water coming in contact. After you go to 12000 grit, you're ready for your polish or finish if you choose to.
I will be bringing the pen from this project to the Feb. meeting if anyone has any questions, or just want to see the end result.
